Narrative:

I was working local and ground combined by myself. We are able to give outbnd clrncs, per LOA with ZKC, prior to requesting release, to clear aircraft as filed to maintain 5000' and expect requested altitude 10 mins after departure. I was fairly busy with a good mix of VFR and IFR traffic. Upon receiving release from ZKC for a cga X departing runway 35 heading to oun, ZKC amended altitude to maintain 4000' and this information was never passed to the pilot. I had an small aircraft inbound with ZKC and had an air carrier, that aircraft and cga X had both aircraft in sight and was no factor to each other. I cleared cga X for takeoff and was giving a relief briefing at same time. ZKC called back and said no problem with small transport X and just asked about the altitude. In general ZKC doesn't follow LOA and is always amending clrncs after pilot already has been told one thing and usually the local has to make changes along with working the rest of his traffic.

Title: LCL CTLR FORGOT TO ISSUE AN ALT REVISION TO AN IFR CGA DEP. NO LOSS OF SEPARATION OCCURRED.

Narrative: I WAS WORKING LCL AND GND COMBINED BY MYSELF. WE ARE ABLE TO GIVE OUTBND CLRNCS, PER LOA WITH ZKC, PRIOR TO REQUESTING RELEASE, TO CLR ACFT AS FILED TO MAINTAIN 5000' AND EXPECT REQUESTED ALT 10 MINS AFTER DEP. UPON RECEIVING RELEASE FROM ZKC FOR A CGA X DEPARTING RWY 35 HDG TO OUN, ZKC AMENDED ALT TO MAINTAIN 4000' AND THIS INFO WAS NEVER PASSED TO THE PLT. I HAD AN SMA INBND WITH ZKC AND HAD AN ACR, THAT ACFT AND CGA X HAD BOTH ACFT IN SIGHT AND WAS NO FACTOR TO EACH OTHER. I CLRED CGA X FOR TKOF AND WAS GIVING A RELIEF BRIEFING AT SAME TIME. ZKC CALLED BACK AND SAID NO PROB WITH SMT X AND JUST ASKED ABOUT THE ALT. IN GENERAL ZKC DOESN'T FOLLOW LOA AND IS ALWAYS AMENDING CLRNCS AFTER PLT ALREADY HAS BEEN TOLD ONE THING AND USUALLY THE LCL HAS TO MAKE CHANGES ALONG WITH WORKING THE REST OF HIS TFC.
