Narrative:

Landing had no toe brakes and no hand brake; using the two together (i.e. Holding hand brake back and pumping toe brakes) gave some; but not much; braking action. Used the entirety of the runway to roll out and reduce speed and then turned (approximately 5 mph) to taxiway. Advised ground I was unable to stop and asked them to coordinate with FBO tug. Used taxiway (slight uphill) to taxi to transient parking to avoid blocking runway/taxiway; pulled clear of the taxiway and FBO tug took over at that point.

Title: Piper Arrow pilot reported the loss of normal braking on landing; but was able to reduce speed before the end of the runway using residual brake capability.
