Narrative:

During morning pre-flight; side stick gust locks noted installed. Never seen before and both captain and first officer controls had locks. Advised maintenance and the maintenance person had never seen these locks before. A maintenance technician was saying that this check is routine and always have the locks in place. No entry in logbook of locks; as would be with gear locks. Oversight from maintenance during evening flight control check.[suggest] a maintenance entry in log book! The gust lock is not readily noticeable during late evening; does have flag that hangs down but could be overlooked.
