Narrative:

I maintained a listening watch with lindbergh tower on the #1 communication. Shortly lindbergh tower informed me I was clear of the san TCA and frequency changed approved. I immediately made a slight left turn toward poggi VOR (20 or 30 degrees) and called brown tower for permission to overfly at 2000'. My request was granted and as I rolled out of the turn I saw an aircraft at my altitude in the distance approaching head-on. I had plenty of time to take evasive action and elected to initiate a descent. I felt it best to descend because I could keep the approaching aircraft in sight and I was still under the latitude limits of the TCA. The base in this area was 2800'. A 2-ENG high wing jet passed 300-400' above me and about the same distance to the right. The pilot of the military jet did not make any evasive maneuvers that would indicate he had seen my aircraft. I do not believe the military aircraft was within the limits of the TCA. It is my estimation that he was several hundred ft under the base as san FSS while I was in the TCA. It increased my workload and I might possible have missed some traffic information from lindbergh tower. I should have filed the flight plan via the phone line before departure. During the confusion I did not contact imperial beach tower for a clearance through their air traffic area. It was sun and I do not believe their control zone or air traffic area were in effect.

Title: NMAC BETWEEN SMA AND UNIDENTIFIED MIL ACFT. POSSIBLE ATA ENTRY WITHOUT CLRNC.

Narrative: I MAINTAINED A LISTENING WATCH WITH LINDBERGH TWR ON THE #1 COM. SHORTLY LINDBERGH TWR INFORMED ME I WAS CLR OF THE SAN TCA AND FREQ CHANGED APPROVED. I IMMEDIATELY MADE A SLIGHT LEFT TURN TOWARD POGGI VOR (20 OR 30 DEGS) AND CALLED BROWN TWR FOR PERMISSION TO OVERFLY AT 2000'. MY REQUEST WAS GRANTED AND AS I ROLLED OUT OF THE TURN I SAW AN ACFT AT MY ALT IN THE DISTANCE APCHING HEAD-ON. I HAD PLENTY OF TIME TO TAKE EVASIVE ACTION AND ELECTED TO INITIATE A DSCNT. I FELT IT BEST TO DSND BECAUSE I COULD KEEP THE APCHING ACFT IN SIGHT AND I WAS STILL UNDER THE LAT LIMITS OF THE TCA. THE BASE IN THIS AREA WAS 2800'. A 2-ENG HIGH WING JET PASSED 300-400' ABOVE ME AND ABOUT THE SAME DISTANCE TO THE RIGHT. THE PLT OF THE MIL JET DID NOT MAKE ANY EVASIVE MANEUVERS THAT WOULD INDICATE HE HAD SEEN MY ACFT. I DO NOT BELIEVE THE MIL ACFT WAS WITHIN THE LIMITS OF THE TCA. IT IS MY ESTIMATION THAT HE WAS SEVERAL HUNDRED FT UNDER THE BASE AS SAN FSS WHILE I WAS IN THE TCA. IT INCREASED MY WORKLOAD AND I MIGHT POSSIBLE HAVE MISSED SOME TFC INFO FROM LINDBERGH TWR. I SHOULD HAVE FILED THE FLT PLAN VIA THE PHONE LINE BEFORE DEP. DURING THE CONFUSION I DID NOT CONTACT IMPERIAL BEACH TWR FOR A CLRNC THROUGH THEIR ATA. IT WAS SUN AND I DO NOT BELIEVE THEIR CTL ZONE OR ATA WERE IN EFFECT.
