Narrative:

Our flight crew an event which could have led to serious injury and possible death. [While] holding south of runway 22 on taxiway alpha after landing on runway 10, ground control frequency advised us to call ground on 120.2 and hold short of runway 22. Company flight medium large transport X was instructed on the same frequency to taxi from the north side of runway 22 at alpha onto runway 22 and make a left turn on taxiway sierra. We were looking straight at him as he was executing these instructions. We heard ground control on 120.2 say 'stop'. We looked out and see small aircraft Y on a missed approach from runway 22. We did not see this airplane on approach before this call even though the night was clear. Medium large transport X was eventually cleared to proceed and the other aircraft made another approach and landing. Numerous radio calls before and especially after this incident led me to believe that the situation on the split ground control frequencys was out of control. Dozens of planes were holding inbound and outbnd all over the place. The controllers had aircraft nose to nose with an outbnd aircraft on sierra mins after the missed approach incident. We landed at X+0:57 local and did not shut down engines in the gate until X+1:21 local. The arrival ATIS told of arrs to 10 and 15 right and departures off 15R, runway 22 traffic plus dual ground frequencys (we don't know the reason for dual ground) created quite a circus atmosphere. We were told on short final to runway 10 to roll to the end. Other aircraft after us turned off, probably onto echo and thus were going upstream against aircraft leaving the gates going to runway 15R for takeoff. It was a real mess.

NUMEROUS RADIO CALLS BEFORE AND ESPECIALLY AFTER THIS INCIDENT LED ME TO BELIEVE THAT THE SITUATION ON THE SPLIT GND CTL FREQS WAS OUT OF CTL. DOZENS OF PLANES WERE HOLDING INBND AND OUTBND ALL OVER THE PLACE. THE CTLRS HAD ACFT NOSE TO NOSE WITH AN OUTBND ACFT ON SIERRA MINS AFTER THE MISSED APCH INCIDENT. WE LANDED AT X+0:57 LCL AND DID NOT SHUT DOWN ENGS IN THE GATE UNTIL X+1:21 LCL. THE ARR ATIS TOLD OF ARRS TO 10 AND 15 R AND DEPS OFF 15R, RWY 22 TFC PLUS DUAL GND FREQS (WE DON'T KNOW THE REASON FOR DUAL GND) CREATED QUITE A CIRCUS ATMOSPHERE. WE WERE TOLD ON SHORT FINAL TO RWY 10 TO ROLL TO THE END. OTHER ACFT AFTER US TURNED OFF, PROBABLY ONTO ECHO AND THUS WERE GOING UPSTREAM AGAINST ACFT LEAVING THE GATES GOING TO RWY 15R FOR TKOF. IT WAS A REAL MESS.
