Narrative:

Upon leaving lancaster in VFR conditions on an IFR flight plan, I repeatedly attempted to contact approach control but was unable because they were very busy. I continued climbing and proceeding north and when I finally succeeded in contacting approach, they informed me that I was in a military restr area and I should continue on course and climb to 8000' which I did. After 30 seconds the controller informed me I was clear of the restr area and the flight was continued without further incident.

Title: SMA DEPARTING IFR IS UNABLE TO CONTACT DEP FOR SEVERAL MINUTES DUE FREQ CONGESTION AND PENETRATES A RESTRICTED AREA.

Narrative: UPON LEAVING LANCASTER IN VFR CONDITIONS ON AN IFR FLT PLAN, I REPEATEDLY ATTEMPTED TO CONTACT APCH CTL BUT WAS UNABLE BECAUSE THEY WERE VERY BUSY. I CONTINUED CLIMBING AND PROCEEDING N AND WHEN I FINALLY SUCCEEDED IN CONTACTING APCH, THEY INFORMED ME THAT I WAS IN A MIL RESTR AREA AND I SHOULD CONTINUE ON COURSE AND CLIMB TO 8000' WHICH I DID. AFTER 30 SECONDS THE CTLR INFORMED ME I WAS CLEAR OF THE RESTR AREA AND THE FLT WAS CONTINUED WITHOUT FURTHER INCIDENT.
