Narrative:

Received taxi clearance from myr ground as 'cleared to taxi to runway 35.' NOTAM was given on ATIS of repair/closure of usual taxiway. Captain proceeded in the only logical and reasonable way to arrive at runway 35 by taxiing to next intersection and crossing (at midfield) 35 and 17 so as to taxi parallel to the runway on the other side of the field. Just as the aircraft passed the hold short lines of intersection, crew received a hurried transmission from ground control to 'contact tower' (on appropriate frequency). First officer immediately switched to tower frequency where clearance was given to cross the active 35 and taxi to 35. Captain countered the tower's reprimand that he was 'cleared' to taxi to runway 35 for departure. Crew discussion was initiated regarding whether the clearance provides for taxi clearance across active runways when there is only one runway at the airport. First officer responded to captain that he did not believe that 'cleared to taxi to 35 for departure' meant we were cleared to cross that runway even though that was the only way to arrive there. Solution/action: company procedures require that only captain can taxi aircraft, so a coordinated effort through crew communication on taxi clrncs and expected routes should have been discussed between crew and/or confirmed by ground control. First officer on IOE was unfamiliar with the airport and its standard procedures and was conducting first officer duties and checklists pertaining to the flight and put too much trust in captain to taxi aircraft. Let's think ahead. Doesn't the tower always have authority over the runways being used?! Captain (ip) possibly preoccupied with 'supervising' the first officer to insure correct completion of duties in regard to company's standard procedures.

Narrative: RECEIVED TAXI CLRNC FROM MYR GND AS 'CLRED TO TAXI TO RWY 35.' NOTAM WAS GIVEN ON ATIS OF REPAIR/CLOSURE OF USUAL TXWY. F/O IMMEDIATELY SWITCHED TO TWR FREQ WHERE CLRNC WAS GIVEN TO CROSS THE ACTIVE 35 AND TAXI TO 35. CAPT COUNTERED THE TWR'S REPRIMAND THAT HE WAS 'CLRED' TO TAXI TO RWY 35 FOR DEP. CREW DISCUSSION WAS INITIATED REGARDING WHETHER THE CLRNC PROVIDES FOR TAXI CLRNC ACROSS ACTIVE RWYS WHEN THERE IS ONLY ONE RWY AT THE ARPT. F/O RESPONDED TO CAPT THAT HE DID NOT BELIEVE THAT 'CLRED TO TAXI TO 35 FOR DEP' MEANT WE WERE CLRED TO CROSS THAT RWY EVEN THOUGH THAT WAS THE ONLY WAY TO ARRIVE THERE. SOLUTION/ACTION: COMPANY PROCS REQUIRE THAT ONLY CAPT CAN TAXI ACFT, SO A COORDINATED EFFORT THROUGH CREW COM ON TAXI CLRNCS AND EXPECTED ROUTES SHOULD HAVE BEEN DISCUSSED BETWEEN CREW AND/OR CONFIRMED BY GND CTL. F/O ON IOE WAS UNFAMILIAR WITH THE ARPT AND ITS STANDARD PROCS AND WAS CONDUCTING F/O DUTIES AND CHECKLISTS PERTAINING TO THE FLT AND PUT TOO MUCH TRUST IN CAPT TO TAXI ACFT. LET'S THINK AHEAD. DOESN'T THE TWR ALWAYS HAVE AUTHORITY OVER THE RWYS BEING USED?! CAPT (IP) POSSIBLY PREOCCUPIED WITH 'SUPERVISING' THE F/O TO INSURE CORRECT COMPLETION OF DUTIES IN REGARD TO COMPANY'S STANDARD PROCS.
