Narrative:

I was on an instrument training flight (while attending a recurrent instrument light twin refresher course) taught by a contract instructor working for the FAA. We had just completed a single-engine (simulated) approach, localizer runway 3, at the norman westheimer airport, and landed. The instructor had previously flown for a corporation out of this airport. I had never before landed there. We were instructed to taxi back to runway 35 and hold short of runway 35. I observed two signs showing runway 35-3 as being straight ahead. To enter runway 35 a right turn off our taxiway was required. However, the hold short line, which neither the instructor nor I observed, was prior to the right turn intersection. There was a lot of glare due to the previous day's ice being on the ground, but this should not have been a factor. There was also a hold short sign -- red with white letters -- that we did not observe. ATC advised us we had crossed the line. Another small aircraft was on short final. We accelerated to the hold short line for runway 3 and had no further problem. Part of the problem occurred due to my reliance on the instructor's knowledge of the airport, but he was also busy talking about his previous corporate job on the airport. I had had several problems with his lack of knowledge the previous 3 days and should have been more attentive. This is a non federal control tower.

Title: PLT AND CFI ON TRAINING FLT CROSS THE HOLD LINE OF RWY AT OUN AND INTERFERE WITH THE APCH PATH OF A LNDG ACFT.

Narrative: I WAS ON AN INSTRUMENT TRAINING FLT (WHILE ATTENDING A RECURRENT INSTRUMENT LIGHT TWIN REFRESHER COURSE) TAUGHT BY A CONTRACT INSTRUCTOR WORKING FOR THE FAA. WE HAD JUST COMPLETED A SINGLE-ENGINE (SIMULATED) APCH, LOC RWY 3, AT THE NORMAN WESTHEIMER ARPT, AND LANDED. THE INSTRUCTOR HAD PREVIOUSLY FLOWN FOR A CORPORATION OUT OF THIS ARPT. I HAD NEVER BEFORE LANDED THERE. WE WERE INSTRUCTED TO TAXI BACK TO RWY 35 AND HOLD SHORT OF RWY 35. I OBSERVED TWO SIGNS SHOWING RWY 35-3 AS BEING STRAIGHT AHEAD. TO ENTER RWY 35 A RIGHT TURN OFF OUR TXWY WAS REQUIRED. HOWEVER, THE HOLD SHORT LINE, WHICH NEITHER THE INSTRUCTOR NOR I OBSERVED, WAS PRIOR TO THE RIGHT TURN INTXN. THERE WAS A LOT OF GLARE DUE TO THE PREVIOUS DAY'S ICE BEING ON THE GND, BUT THIS SHOULD NOT HAVE BEEN A FACTOR. THERE WAS ALSO A HOLD SHORT SIGN -- RED WITH WHITE LETTERS -- THAT WE DID NOT OBSERVE. ATC ADVISED US WE HAD CROSSED THE LINE. ANOTHER SMALL ACFT WAS ON SHORT FINAL. WE ACCELERATED TO THE HOLD SHORT LINE FOR RWY 3 AND HAD NO FURTHER PROBLEM. PART OF THE PROBLEM OCCURRED DUE TO MY RELIANCE ON THE INSTRUCTOR'S KNOWLEDGE OF THE ARPT, BUT HE WAS ALSO BUSY TALKING ABOUT HIS PREVIOUS CORPORATE JOB ON THE ARPT. I HAD HAD SEVERAL PROBLEMS WITH HIS LACK OF KNOWLEDGE THE PREVIOUS 3 DAYS AND SHOULD HAVE BEEN MORE ATTENTIVE. THIS IS A NON FEDERAL CTL TWR.
