Narrative:

I was working the radar associate position assisting the radar controller. He had just combined all the sectors together and had about 12 aircraft on frequency. We were just recovering from allowing a previous military aircraft to cross the boundary west/O a handoff when I realized that MTR X was crossing the boundary still in handoff status. This was complicated by the fact that it was entering airspace normally assigned to ozr cairns approach but ozr was non-radar so ZJX jacksonville center ashburn sector was working it and ARTS handoffs were not working. I immediately initiated a manual handoff to ZJX and it was completed when the aircraft was about two miles inside the other facs airspace. I also realized that the radar man was trying to make a verbal handoff to ozr who would normally have the airspace and had forgotten the radar outage and temporary airspace reconfiguration. To further complicate the matter, ZJX called back and said the aircraft was off course for what they showed and asked his last clearance. I retrieved the flight progress strip which showed that somebody had reclred him euf direct cew instead of euf V241 cew but the entry had not been made in the computer. Since V241 has a dogleg, this could have caused yet another airspace deviation leaving the ZJX airspace into the next facility. Contributing factors. Too many aircraft being handled to provide proper service. I was not made aware of the rerouting so that I could amend his flight plan in the computer.

Title: MTR X PENETRATED ZJX AIRSPACE WITHOUT RADAR HANDOFF. OPDEV.

Narrative: I WAS WORKING THE RADAR ASSOCIATE POS ASSISTING THE RADAR CTLR. HE HAD JUST COMBINED ALL THE SECTORS TOGETHER AND HAD ABOUT 12 ACFT ON FREQ. WE WERE JUST RECOVERING FROM ALLOWING A PREVIOUS MIL ACFT TO CROSS THE BOUNDARY W/O A HDOF WHEN I REALIZED THAT MTR X WAS XING THE BOUNDARY STILL IN HDOF STATUS. THIS WAS COMPLICATED BY THE FACT THAT IT WAS ENTERING AIRSPACE NORMALLY ASSIGNED TO OZR CAIRNS APCH BUT OZR WAS NON-RADAR SO ZJX JACKSONVILLE CENTER ASHBURN SECTOR WAS WORKING IT AND ARTS HDOFS WERE NOT WORKING. I IMMEDIATELY INITIATED A MANUAL HDOF TO ZJX AND IT WAS COMPLETED WHEN THE ACFT WAS ABOUT TWO MILES INSIDE THE OTHER FACS AIRSPACE. I ALSO REALIZED THAT THE RADAR MAN WAS TRYING TO MAKE A VERBAL HDOF TO OZR WHO WOULD NORMALLY HAVE THE AIRSPACE AND HAD FORGOTTEN THE RADAR OUTAGE AND TEMPORARY AIRSPACE RECONFIGURATION. TO FURTHER COMPLICATE THE MATTER, ZJX CALLED BACK AND SAID THE ACFT WAS OFF COURSE FOR WHAT THEY SHOWED AND ASKED HIS LAST CLRNC. I RETRIEVED THE FLT PROGRESS STRIP WHICH SHOWED THAT SOMEBODY HAD RECLRED HIM EUF DIRECT CEW INSTEAD OF EUF V241 CEW BUT THE ENTRY HAD NOT BEEN MADE IN THE COMPUTER. SINCE V241 HAS A DOGLEG, THIS COULD HAVE CAUSED YET ANOTHER AIRSPACE DEVIATION LEAVING THE ZJX AIRSPACE INTO THE NEXT FAC. CONTRIBUTING FACTORS. TOO MANY ACFT BEING HANDLED TO PROVIDE PROPER SVC. I WAS NOT MADE AWARE OF THE REROUTING SO THAT I COULD AMEND HIS FLT PLAN IN THE COMPUTER.
