Narrative:
Aircraft Z #2 for takeoff runway 20. Aircraft X was cleared into position and hold. Aircraft Y was on short (100 yds) final. Aircraft Y flew over holding aircraft X and landed. The holding aircraft was released and it departed. I was cleared into position and hold. I saw another aircraft on short final. I did not proceed onto runway. I crossed the hold line after the other aircraft landed. Controller halted me to hold for another landing. I felt the controller should not clear aircraft onto runway with aircraft on short final. I did not see any immediate danger to any aircraft, just questionable practices.

Narrative: ACFT Z #2 FOR TKOF RWY 20. ACFT X WAS CLRED INTO POS AND HOLD. ACFT Y WAS ON SHORT (100 YDS) FINAL. ACFT Y FLEW OVER HOLDING ACFT X AND LANDED. THE HOLDING ACFT WAS RELEASED AND IT DEPARTED. I WAS CLRED INTO POS AND HOLD. I SAW ANOTHER ACFT ON SHORT FINAL. I DID NOT PROCEED ONTO RWY. I CROSSED THE HOLD LINE AFTER THE OTHER ACFT LANDED. CTLR HALTED ME TO HOLD FOR ANOTHER LNDG. I FELT THE CTLR SHOULD NOT CLEAR ACFT ONTO RWY WITH ACFT ON SHORT FINAL. I DID NOT SEE ANY IMMEDIATE DANGER TO ANY ACFT, JUST QUESTIONABLE PRACTICES.
