Aircraft X issued clearance to descend to FL180 swbound for landing cedar city, ut. Aircraft Y nebound FL190, problem recognized with conflict alert. X issued 30 degree left turn said he was unable due to thunderstorm. After this conversation, 2 aircraft were clear. Sectors 44 and 33 were combined, busy sector due to a number of aircraft and WX deviations.

Narrative: ACFT X ISSUED CLRNC TO DSND TO FL180 SWBOUND FOR LNDG CEDAR CITY, UT. ACFT Y NEBOUND FL190, PROB RECOGNIZED WITH CONFLICT ALERT. X ISSUED 30 DEG L TURN SAID HE WAS UNABLE DUE TO TSTM. AFTER THIS CONVERSATION, 2 ACFT WERE CLR. SECTORS 44 AND 33 WERE COMBINED, BUSY SECTOR DUE TO A NUMBER OF ACFT AND WX DEVS.
