Narrative:

Ground controller cleared us to taxi full length runway 25R. Just prior to reaching intersection F we switched to tower frequency 120.95. After passing F we were cleared for takeoff at F intersection so the tower controller asked why we didn't stop. Our clearance limit was the end of 25R not a random intersection. The ground controller should have specified taxi to 25R and hold short at intersection F for possible intersection departure. The fact that there is a note on the chart to monitor tower for possible takeoff at that intersection does not require you to hold short.
