Narrative:

On this day I was flying as PIC, in the right seat, with a new captain on his second day of IOE. I am an IOE check airman. Inbound to dfw, we were cleared the boids one arrival (chart: dallas/ft worth, tx, chart # 60-2A, dated nov/fri/89). Later we were cleared to cross the boids intersection at 11,000'. At the time apches were being made to the north to runways 36L and 35R. We crossed the pivit intersection at 250 KTS and proceeded to the arina intersection, then turned right to 170 degree. Several moments later the approach controller asked what our speed was. We replied, '250 KTS'. The controller came back with 'you should be at 210 KTS, slow now to 210 KTS'. We slowed the aircraft. The controller's comment surprised me! I had already looked at the arrival, and I read it to mean that the 210 KT speed restriction at the arina intersection was only for aircraft lndgs! Even after reading the text again, I did not see that the speed restriction applied to us. On the ground at dfw, I spoke, by phone, with someone in the approach control facility, in their procedures department. He explained that the speed restriction was 'meant' to apply to aircraft landing to the north, because aircraft landing south would not get to arina intersection. (They would have been vectored prior to that point.) logically, I can see why the restriction is there, but I cannot find in the text or the plan view of the arrival where it says exactly that aircraft landing north should cross arina intersection at 210 KTS. This needs to be made more clear on the arrival chart!

SEVERAL MOMENTS LATER THE APCH CTLR ASKED WHAT OUR SPEED WAS. WE REPLIED, '250 KTS'. THE CTLR CAME BACK WITH 'YOU SHOULD BE AT 210 KTS, SLOW NOW TO 210 KTS'. WE SLOWED THE ACFT. THE CTLR'S COMMENT SURPRISED ME! I HAD ALREADY LOOKED AT THE ARR, AND I READ IT TO MEAN THAT THE 210 KT SPEED RESTRICTION AT THE ARINA INTXN WAS ONLY FOR ACFT LNDGS! EVEN AFTER READING THE TEXT AGAIN, I DID NOT SEE THAT THE SPEED RESTRICTION APPLIED TO US. ON THE GND AT DFW, I SPOKE, BY PHONE, WITH SOMEONE IN THE APCH CTL FAC, IN THEIR PROCEDURES DEPT. HE EXPLAINED THAT THE SPEED RESTRICTION WAS 'MEANT' TO APPLY TO ACFT LNDG TO THE N, BECAUSE ACFT LNDG S WOULD NOT GET TO ARINA INTXN. (THEY WOULD HAVE BEEN VECTORED PRIOR TO THAT POINT.) LOGICALLY, I CAN SEE WHY THE RESTRICTION IS THERE, BUT I CANNOT FIND IN THE TEXT OR THE PLAN VIEW OF THE ARR WHERE IT SAYS EXACTLY THAT ACFT LNDG N SHOULD CROSS ARINA INTXN AT 210 KTS. THIS NEEDS TO BE MADE MORE CLEAR ON THE ARR CHART!
