Narrative:

I was landing air carrier X on runway 14L. Arrival planes were using runways 14L and 14R, and departures 4L and 9L. During the transitional phase of PF to PNF in the landing, where the captain was taking control of the aircraft, ATC asked us 'can you make the next turn off to the right and hold short of 4L?' 2 or 3 seconds passed. It looked good to me, so I said 'affirmative.' this was the first and only request to hold short of 4L made by ATC. Tower then cleared air carrier Y, medium large transport jet, to takeoff from runway 4L, an intersecting runway. When the captain was unable to make the turn as requested due to fair braking action, I attempted to tell her, but the frequency was congested. She may not have seen us slowing to a stop on 14L to hold short of 4L, so she told air carrier Y to abort his takeoff. As the aborting air carrier Y was slowing, she told us to turn right only 4L, which we did, but with apprehension because we were then facing air carrier Y that had just aborted. Then she told us to follow an air carrier large transport on the 14L parallel taxiway, which we did. Tower then instructed us to follow the large transport, to cross 9L, and contact ground control on the other side. The large transport had made it across 9L west/O incident, but as we began to cross 9L, we noticed an air carrier widebody transport taxiing quickly eastbound on the 9L parallel taxiway. As we crossed 9L, we were merging with the unyielding widebody transport, so we allowed it to go first. She then asked us if we were still on the frequency, whereas we replied 'affirmative.' as she aborted another aircraft's takeoff on 9L, she told us to taxi across 9L west/O delay, and we complied, tucking in behind the air carrier widebody transport. Tower called us once more and asked us to call ord tower. Supplemental information from acn 133048: captain called the tower, and reply by controller was to not worry, they wanted to make sure we followed all the instructions. In my opinion, this situation was caused by poor WX visibility, with the addition that the controller was in training, and having some difficulty in staying ahead of the game.

WHEN THE CAPT WAS UNABLE TO MAKE THE TURN AS REQUESTED DUE TO FAIR BRAKING ACTION, I ATTEMPTED TO TELL HER, BUT THE FREQ WAS CONGESTED. THEN SHE TOLD US TO FOLLOW AN ACR LGT ON THE 14L PARALLEL TXWY, WHICH WE DID. TWR THEN INSTRUCTED US TO FOLLOW THE LGT, TO CROSS 9L, AND CONTACT GND CTL ON THE OTHER SIDE. THE LGT HAD MADE IT ACROSS 9L W/O INCIDENT, BUT AS WE BEGAN TO CROSS 9L, WE NOTICED AN ACR WDB TAXIING QUICKLY EBND ON THE 9L PARALLEL TXWY. AS WE CROSSED 9L, WE WERE MERGING WITH THE UNYIELDING WDB, SO WE ALLOWED IT TO GO FIRST. SHE THEN ASKED US IF WE WERE STILL ON THE FREQ, WHEREAS WE REPLIED 'AFFIRMATIVE.' AS SHE ABORTED ANOTHER ACFT'S TKOF ON 9L, SHE TOLD US TO TAXI ACROSS 9L W/O DELAY, AND WE COMPLIED, TUCKING IN BEHIND THE ACR WDB. TWR CALLED US ONCE MORE AND ASKED US TO CALL ORD TWR. SUPPLEMENTAL INFO FROM ACN 133048: CAPT CALLED THE TWR, AND REPLY BY CTLR WAS TO NOT WORRY, THEY WANTED TO MAKE SURE WE FOLLOWED ALL THE INSTRUCTIONS. IN MY OPINION, THIS SITUATION WAS CAUSED BY POOR WX VISIBILITY, WITH THE ADDITION THAT THE CTLR WAS IN TRNING, AND HAVING SOME DIFFICULTY IN STAYING AHEAD OF THE GAME.
