Narrative:

This is a chronic problem due to the type of operation conducted at the san juan cerap, and the santo domingo cta. The aircraft, an small transport, reported on the airway (G3) just prior to the fir bdy. When the aircraft was told to squawk a discrete beacon code and 'identify'. The aircraft was observed to be inside the active warning area. Because of the poor radio equipment of the cerap and the aircraft, plus the lack of a workable knowledge of english by the pilot, it took an unnecessarily long time to get the pilot clear of the area.

Title: SMT CONTACTED ATC FAC INSIDE ACTIVE WARNING AREA.

Narrative: THIS IS A CHRONIC PROBLEM DUE TO THE TYPE OF OPERATION CONDUCTED AT THE SAN JUAN CERAP, AND THE SANTO DOMINGO CTA. THE ACFT, AN SMT, REPORTED ON THE AIRWAY (G3) JUST PRIOR TO THE FIR BDY. WHEN THE ACFT WAS TOLD TO SQUAWK A DISCRETE BEACON CODE AND 'IDENT'. THE ACFT WAS OBSERVED TO BE INSIDE THE ACTIVE WARNING AREA. BECAUSE OF THE POOR RADIO EQUIPMENT OF THE CERAP AND THE ACFT, PLUS THE LACK OF A WORKABLE KNOWLEDGE OF ENGLISH BY THE PLT, IT TOOK AN UNNECESSARILY LONG TIME TO GET THE PLT CLEAR OF THE AREA.
