Narrative:

I was working sjt approach control. I cleared MTR X for the high ILS approach. MTR X reported out of 8000' on the approach. MTR X advised me of a near midair with a VFR small aircraft at 6500' MSL. The small aircraft was not talking to me or to sjt tower. As it often happens, the light aircraft was unknown traffic. Sjt is one of, if not the busiest non radar approach controllers in the us, and this happens almost daily. West/O radar it will continue to happen until 2 aircraft do run together.

Title: MIL ACFT MAKING NA IFR APCH REPORTED A NMAC WITH AN UNKNOWN ACFT.

Narrative: I WAS WORKING SJT APCH CTL. I CLRED MTR X FOR THE HIGH ILS APCH. MTR X RPTED OUT OF 8000' ON THE APCH. MTR X ADVISED ME OF A NEAR MIDAIR WITH A VFR SMA AT 6500' MSL. W/O RADAR IT WILL CONTINUE TO HAPPEN UNTIL 2 ACFT DO RUN TOGETHER.
