Cleared to taxi into position and hold runway 4 lga. Later cleared for takeoff. As we began our roll; power was set and I saw [an aircraft] rolling across our runway. At the same time tower cancelled our takeoff clearance. I reduced power to idle and applied brakes. I estimate we were less than 60 knots. I took the next taxiway to the left and first officer ran rejected takeoff checklist and informed tower we needed 15 minutes for brake cooling.either wait for landing aircraft to exit runway before issuing takeoff clearance; or have landing aircraft apply brakes harder and get off runway.
