Narrative:

On a flight from florence, sc, to poughkeepsie, ny, VFR, during the leg from florence to charlottesville, va, using the sectional chart for the area as a guide and the xx LORAN for tracking, I plotted a course which would take me close to the MOA around ft bragg/pope AFB. As we came near, the xx gave an alert indicating we were close to pope and should call approach control, which I did. Pope approach said I was inside the restr area by 3 mi. The xx was indicating 15.3 mi at this time. At no time did it indicate that I was inside the restr area. I x-chked with the VOR and fell that I was on the edge of the MOA, not inside it. However, the controller said his radar showed me inside by 3 mi, and that I should continued on. If I was inside, the xx would have shown inside. Also, FSS should have cautioned me about the MOA when I filed florence to charlotte direct.

Narrative: ON A FLT FROM FLORENCE, SC, TO POUGHKEEPSIE, NY, VFR, DURING THE LEG FROM FLORENCE TO CHARLOTTESVILLE, VA, USING THE SECTIONAL CHART FOR THE AREA AS A GUIDE AND THE XX LORAN FOR TRACKING, I PLOTTED A COURSE WHICH WOULD TAKE ME CLOSE TO THE MOA AROUND FT BRAGG/POPE AFB. AS WE CAME NEAR, THE XX GAVE AN ALERT INDICATING WE WERE CLOSE TO POPE AND SHOULD CALL APCH CTL, WHICH I DID. POPE APCH SAID I WAS INSIDE THE RESTR AREA BY 3 MI. THE XX WAS INDICATING 15.3 MI AT THIS TIME. AT NO TIME DID IT INDICATE THAT I WAS INSIDE THE RESTR AREA. I X-CHKED WITH THE VOR AND FELL THAT I WAS ON THE EDGE OF THE MOA, NOT INSIDE IT. HOWEVER, THE CTLR SAID HIS RADAR SHOWED ME INSIDE BY 3 MI, AND THAT I SHOULD CONTINUED ON. IF I WAS INSIDE, THE XX WOULD HAVE SHOWN INSIDE. ALSO, FSS SHOULD HAVE CAUTIONED ME ABOUT THE MOA WHEN I FILED FLORENCE TO CHARLOTTE DIRECT.
