Air carrier X filed tncm to kjfk via grann. Due to navy fleetex exercises the pilot was cleared via pjm/080R to join A22 moors direct grann rest of route unchanged. Juliana approach (non radar) issued the revised route three times. The aircraft was radar identified flying north through the pjm/080 right into west 429/operation area 22. The pilot was issued a radar vector to miss this warning area. The pilot thought he was cleared pjm direct grann. Pilots are urged to exercise extreme caution when accepting amended routings during intense military exercises within the san juan cta's.
