My aircraft was cleared to descend to and maintain 16000', and given local altimeter setting. PF set 30.44 and leveled at 16000'. Actual altimeter setting was 29.44. Controller pointed out discrepancy, which was then corrected. Controller's radio was difficult to understand, resulting in PF misunderstanding altimeter setting.
