Narrative:

Flying from kmsv to kipt at 4;500 feet participating in VFR flight following with wilkes barre approach on 124.5.wilkes barre told a cessna to maintain VFR at or below 3;500 feet; the cessna acknowledged. Wilkes then instructed me to maintain VFR at or above 4;500. I acknowledged and climbed 100 feet to 4;600 feet.wilkes then told [a regional jet] that there was cessna traffic restricted 3500 or below and archer traffic restricted 4;500 or above maintain 4000. A couple minutes later I spotted a regional jet at my 11:00 climbing thru my altitude. As the jet passed by on my left side I called 'traffic in sight clear'. The regional jet passed thru my altitude around my 10:00 at a horizontal distance of 200 to 400 feet.a moment later I told wilkes barre 'that was close'.the regional jet then said that he had an RA and had made a TCAS climb. Wilkes then said yea there was traffic at 3500 restricted below and traffic 4600 restricted above and you climbed right into the 4500 traffic.it is troubling that the regional jet's TCAS directed the pilot to climb into traffic to avoid lower traffic. My transponder is in good working condition; inspected and certified within the last 6 months.if a similar situation occurs I will offer to take a vector to increase horizontal clearance.
