Narrative:
Descending into clt on the shine arrival. My charts were updated to the latest revision I had received from my company. The controller advised us, however, that the shine 1 arrival was now current, instead of the shine 9 arrival that we had. We asked him the differences and he told us. Then when over johns, he told us it was a mandatory speed of 250 KTS--that he hadn't told us before. He then said to 'slow down as fast as possible.' we only can revise our books when we get the revisions in our mailbox. I think there should be a transition period for new information, as there are many reasons why our charts may not be right up-to-date the day everything changes.
