Narrative:
Air carrier Z at 17000' from eno to jfk via preferred route. Air carrier Y at 17000' from ccv to jfk via pref route. Air carrier Y at 16000' from manta to dca via pref route. Potential conflict observed between air carrier Z and air carrier X. Air carrier X was descended to 15000' this set up potential conflict between air carrier X and air carrier Y. Air carrier X was told to turn left to 270 degrees. Air carrier Y was told to turn left to 140 degrees. Air carrier X turned right.
