Narrative:

The descent area airspace was restructured and new arrs and departures instituted. My first officer and I expected to see changes and we had the new charts, so our clearance from ord to dtw via the muskegon VORTAC, V450 to the dxo 342 radial to 'polar' intersection, did not worry us. It was only as we flew down V450 and discovered that our charts did not depict 'polar' as being on the dxo 342 radial that we became concerned. We advised ZOB that our charts depicted 'polar' as the svm 349 degree at 26. Confirming that our charts were current, cle assured us that 'polar' was at dxo 342 at 42, he cleared us to join that radial and proceed to 'polar'. The first officer and I had both set in 142 degree instead of 162 degree at the inbound course. Center cleared us to cross 'polar' at 10,000' and 250 KTS. I acknowledged the clearance and received an acknowledgement from the first officer. I then executed the approach checklist. When I looked up, the aircraft was at 10,000' and 320 KTS. We were at the dxo 342 at 45. I glanced at my chart and saw 'polar' at the 26 DME fix. Then I remembered that the chart was wrong. We crossed 'polar' at 10,000 and 310 KTS. The first officer had missed the airspeed restriction in the clearance.

Title: SPEED DEVIATION FROM CLRNC ON DESCENT INTO DTW.

Narrative: THE DESCENT AREA AIRSPACE WAS RESTRUCTURED AND NEW ARRS AND DEPS INSTITUTED.
