Narrative:

In 11/89, I filed a VFR flight plan from georgetown, tx (T04) to ft payne, al, via nocogooches, tx; ruston, la; meridian, ms; birmingham, al; gadsden, al; direct ft payne, with a fuel stop of approximately 1 hour in the jackson, ms, area. When the controller asked me for the en route time, I gave him the flying of 6 hours and 10 mins. After taking off at XX34Z,I contacted center, opened the flight plan and contacted austin approach for flight following. I was under flight following until I landed at williams airport, ms, (near jackson) for fuel at approximately XY15Z. After approximately 30 mins on the ground, I again took off, headed for meridian, and requested that my flight plan be picked up and that flight following be resumed to destination. There seemed to be some confusion about my flight plan at that time, but we were told to continue on course--that we were on radar. Flight following continued to birmingham arsa, where I was at 4500'. In fact, I was diverted to the west to avoid interference with departing traffic. I then proceeded to ft payne. Upon landing, I was informed to contact FAA. When I contacted them, I was told that I was an hour overdue and had not amended my flight plan. I told them that I was approximately 20 mins beyond the anticipated flight time which I had given when I filed my flight plan. I was asked if I had stopped anywhere. I said that I had, and that I had said that I was going to when I filed. He then said that all stops should be included in the en route time. I apologized for not doing this and he said that everything was all right and that the flight plan was closed.

WHEN THE CTLR ASKED ME FOR THE ENRTE TIME, I GAVE HIM THE FLYING OF 6 HRS AND 10 MINS. AFTER TAKING OFF AT XX34Z,I CONTACTED CENTER, OPENED THE FLT PLAN AND CONTACTED AUSTIN APCH FOR FLT FOLLOWING. I WAS UNDER FLT FOLLOWING UNTIL I LANDED AT WILLIAMS ARPT, MS, (NEAR JACKSON) FOR FUEL AT APPROX XY15Z. AFTER APPROX 30 MINS ON THE GND, I AGAIN TOOK OFF, HEADED FOR MERIDIAN, AND REQUESTED THAT MY FLT PLAN BE PICKED UP AND THAT FLT FOLLOWING BE RESUMED TO DEST. THERE SEEMED TO BE SOME CONFUSION ABOUT MY FLT PLAN AT THAT TIME, BUT WE WERE TOLD TO CONTINUE ON COURSE--THAT WE WERE ON RADAR. FLT FOLLOWING CONTINUED TO BIRMINGHAM ARSA, WHERE I WAS AT 4500'. IN FACT, I WAS DIVERTED TO THE W TO AVOID INTERFERENCE WITH DEPARTING TFC. I THEN PROCEEDED TO FT PAYNE. UPON LNDG, I WAS INFORMED TO CONTACT FAA. WHEN I CONTACTED THEM, I WAS TOLD THAT I WAS AN HR OVERDUE AND HAD NOT AMENDED MY FLT PLAN. I TOLD THEM THAT I WAS APPROX 20 MINS BEYOND THE ANTICIPATED FLT TIME WHICH I HAD GIVEN WHEN I FILED MY FLT PLAN. I WAS ASKED IF I HAD STOPPED ANYWHERE. I SAID THAT I HAD, AND THAT I HAD SAID THAT I WAS GOING TO WHEN I FILED. HE THEN SAID THAT ALL STOPS SHOULD BE INCLUDED IN THE ENRTE TIME. I APOLOGIZED FOR NOT DOING THIS AND HE SAID THAT EVERYTHING WAS ALL RIGHT AND THAT THE FLT PLAN WAS CLOSED.
