Narrative:

ILS approach to uncontrolled airport with ILS 13 tuned in and idented, no tower available. Received WX from FSS with no runway given. Winds reported southeast at 9 KTS. Shot ILS to 13 in broken conditions. Broke out about 2 mi and 900' AGL. Could not clearly see runway as ALS was reported inoperative. Continued approach, tried pilot controled lighting west/O results. Made ground contact about 500' AGL and was able to see runway TDZ markings, centerline and runway parameters. Landing was uneventful. Upon taxiing into ramp noticed 13 edge lights off as well as threshold lights. Lights on runway 4/22 on at low intensity. I feel uncontrolled fields should have duty runway information available through ATIS or FSS. Ill should not be turned on for a runway whose lights are off. Discussions on legalities at what are seen or think seen at 500' for day or night lndgs, even though runway completely visible probably should have been done earlier. Supplemental information from acn 128626: 3 mi/1000' AGL. Could see the airport but not the runway. The ALS was notamed out. I thought that the runway lights were dimmed. Our NOTAM information read: btr tower closed 2400-0600 local; runway 22R-4L closed runway 31-13 closed 0600-1200; ALS out.
