Narrative:
While on final approach to L19 runway 30; a crop duster was seen landing on runway 12. The duster was not using the radio; a landing light; or the normal runway in use. We saw each other about the same time and he made a right turn immediately after becoming airborne following the abort of his landing and I aborted my landing and made a climbing right turn. This is a county owned general use airport; not a private duster strip. If they want to land on 12 and take off on 30 to save time they need to at least use a radio.
