Narrative:

These two people boarded aircraft and sat in row 29 def side with no one else in the row. Mr. X came to back galley to ask for water to take medication. He was wearing sunglasses and a hat therefore I could not see his eyes. I gave him a cup of water and he went to sit down. We takeoff and start beverage service. They are the first to order as they are in the very back. He orders two wines each for them; but he orders two red and two white. We did not think this was unreasonable as this is a four hour flight. We give him the wines; then he says oh could we just have all white. Fine we say and I have to make a note for inventory purposes. At this point I think they are both a little off but maybe they are just weird. As I have to walk back to galley to get something for another passenger I noticed him take something out of his backpack and pop it into his mouth. On our way back to galley F/a (flight attendant) B notices a can on their tray table and asks what it is. He tells her it's beer and then she informs him that is not allowed per regulations.flight continues and he has his face in her lap with a blanket over him. Both F/a a and B tell him to sit up. Ms. Y; the female whose lap he is in says we are just resting. But then takes a few minutes to get adjusted with her clothing. At this point we all agree they will get no more to drinks from us. Then while I am passing out immigration forms he says can I ask a question? Sure I say; he says can I get another wine I wanted to propose to my girlfriend and put the ring in it. I looked straight at him and said no. They continue to act very odd as though they are either extremely drunk of on some medication or both. Very antsy; dropping things that type of behavior. Then she goes to the lavatory in the back AC left. She locks herself in and I wait about five minutes while she keeps trying to open the door. When she does I am right there and the smell of smoke is unmistakable. I immediately ask for her name and call her to me. I then get gloves to prepare to go through the trash. I ask her where she put the cigarette. I had to ask her 3 times before she says in the toilet. I then tell her it's a federal law that you cannot smoke in an airplane and instruct her to get her passport and sit down. He then approaches me to ask if I couldn't just forget it happened. I again had to tell him no. He continued to ask if I had a heart at all. My response was I do have a heart for all the passengers on board this AC that her ignorant actions could have killed by causing a fire on board; mine included. I took her passport and green card and had the lead hold them. So at this point authorities were to be called as their behavior was clearly escalating and who knew what was going to happen next. For the remainder of the flight mr. X took video and pictures of us without consent. I repeatedly requested that he delete them and he actively refused. A sheriff and cbp (customs and border protection) came on board and put them in the back galley to question them. They were both very slow to move and non-compliant at first. But they soon changed their tunes and started to just lie about everything. Of course the authorities couldn't really do anything unless they found something else on them. They did however make them delete what photos or videos but with the icloud who knows if they really are deleted.
