Narrative:

The problem stemmed from a lack of cooperation from the center's approach controller. Approach had 2 aircraft on visual apches. The tower asked that the second aircraft be given an entry on the downwind reference VFR traffic also inbound to the same runway. The center's approach controller refused the downwind and insisted on entering the aircraft on a base leg entry. The VFR aircraft had lost its generator and was not in sight by the tower nor the IFR inbound traffic. Also radio contact with the VFR was intermittent as a result of the generator failure. The IFR traffic called on a 3 mi base and the last reported position for the VFR traffic was 3 mi final. Letters of agreement with the center state transfer of control prior to entering the air traffic area. The traffic area has a 5 mi radius. As a result the IFR traffic was broken off the approach. Both aircraft landed without incident, but things could have been handled in a more safe and expeditious method. Also the tower has no BRITE so we depend entirely on pilot position reports.

Title: CTLR COMPLAINS ABOUT APCH CTL SEQUENCING OF TRAFFIC.

Narrative: THE PROBLEM STEMMED FROM A LACK OF COOPERATION FROM THE CENTER'S APCH CTLR. APCH HAD 2 ACFT ON VISUAL APCHES. THE TWR ASKED THAT THE SECOND ACFT BE GIVEN AN ENTRY ON THE DOWNWIND REFERENCE VFR TFC ALSO INBND TO THE SAME RWY. THE CENTER'S APCH CTLR REFUSED THE DOWNWIND AND INSISTED ON ENTERING THE ACFT ON A BASE LEG ENTRY. THE VFR ACFT HAD LOST ITS GENERATOR AND WAS NOT IN SIGHT BY THE TWR NOR THE IFR INBND TFC. ALSO RADIO CONTACT WITH THE VFR WAS INTERMITTENT AS A RESULT OF THE GENERATOR FAILURE. THE IFR TFC CALLED ON A 3 MI BASE AND THE LAST REPORTED POSITION FOR THE VFR TFC WAS 3 MI FINAL. LETTERS OF AGREEMENT WITH THE CENTER STATE TRANSFER OF CTL PRIOR TO ENTERING THE ATA. THE TFC AREA HAS A 5 MI RADIUS. AS A RESULT THE IFR TFC WAS BROKEN OFF THE APCH. BOTH ACFT LANDED WITHOUT INCIDENT, BUT THINGS COULD HAVE BEEN HANDLED IN A MORE SAFE AND EXPEDITIOUS METHOD. ALSO THE TWR HAS NO BRITE SO WE DEPEND ENTIRELY ON PLT POSITION REPORTS.
