Narrative:
We were on radar vectors heading west climbing thru 13,500 MSL (altimeter 29.58) to 14,000 MSL. VFR traffic being controled by dulles approach heading south at 13,500' MSL was merging into our flight path. We were talking to ZDC on 126.55 or 134.2.
