Narrative:

I asked scottsdale ground control for a clearance into the arsa and they said they could not do it. They said for me to call phoenix on 12?.?. I departed scottsdale on a right downwind and then tried to call phoenix approach on the frequency given me and I was not able to make contact. I then looked on my en route chart for another frequency and called phoenix who then gave me another frequency. I called phoenix and they gave me a transponder code and vectored me to the VOR. I believed this to be a routine flight and was not made aware of any problems that might have arisen due to this flight. When I was told to squawk 1200, frequency change approved, he also asked me to call a 602 area code number when I landed in el paso without any explanation as to who I was supposed to call. I wrote the number down on a piece of scrap paper but was unable to find it on my arrival in el paso. I did not know who was trying to call me and I was unable to return the call. Six days later I was told by the dealer who sold me the airplane, that the FAA wanted to talk to me, so I called and talked to mr a. He informed me that phoenix approach said I entered the arsa before I established 2-WAY communications and that I had become the target of an FAA enforcement case. He said I would be mailed a letter and asked to respond. Mr a said it would either be thrown out or they would proceed depending on all the information received by him. If I was able to call the 602 number and talk with ATC, none of this would be taking place.

Title: PLT ENTERS PHX ARSA WITHOUT CLRNC.

Narrative: I ASKED SCOTTSDALE GND CTL FOR A CLRNC INTO THE ARSA AND THEY SAID THEY COULD NOT DO IT. THEY SAID FOR ME TO CALL PHOENIX ON 12?.?. I DEPARTED SCOTTSDALE ON A RIGHT DOWNWIND AND THEN TRIED TO CALL PHOENIX APCH ON THE FREQ GIVEN ME AND I WAS NOT ABLE TO MAKE CONTACT. I THEN LOOKED ON MY ENRTE CHART FOR ANOTHER FREQ AND CALLED PHOENIX WHO THEN GAVE ME ANOTHER FREQ. I CALLED PHOENIX AND THEY GAVE ME A XPONDER CODE AND VECTORED ME TO THE VOR. I BELIEVED THIS TO BE A ROUTINE FLT AND WAS NOT MADE AWARE OF ANY PROBLEMS THAT MIGHT HAVE ARISEN DUE TO THIS FLT. WHEN I WAS TOLD TO SQUAWK 1200, FREQ CHANGE APPROVED, HE ALSO ASKED ME TO CALL A 602 AREA CODE NUMBER WHEN I LANDED IN EL PASO WITHOUT ANY EXPLANATION AS TO WHO I WAS SUPPOSED TO CALL. HE INFORMED ME THAT PHOENIX APCH SAID I ENTERED THE ARSA BEFORE I ESTABLISHED 2-WAY COMS AND THAT I HAD BECOME THE TARGET OF AN FAA ENFORCEMENT CASE. HE SAID I WOULD BE MAILED A LETTER AND ASKED TO RESPOND. MR A SAID IT WOULD EITHER BE THROWN OUT OR THEY WOULD PROCEED DEPENDING ON ALL THE INFO RECEIVED BY HIM. IF I WAS ABLE TO CALL THE 602 NUMBER AND TALK WITH ATC, NONE OF THIS WOULD BE TAKING PLACE.
