Narrative:

I was on a local flight, VFR, no flight plan, from boulder, co, eward, then nward around the greeley VOR, then back to boulder. The wind was picking up and I was eager to return to boulder. While passing ft collins-loveland, I received a call on the unicom frequency (122.7): 'aircraft 3 mi south of ft collins-loveland, do you copy this frequency?' since no identify was given and because I thought the call to be rather strange, I did not answer. Shortly thereafter I received a similar call: 'aircraft 4 mi south of downtown ft collins, do you copy this frequency?' again I did not answer, feeling quite uncomfortable. I turned north and saw an aircraft following me about 1/2 mi away. Soon afterward the aircraft departed to the east. I am fearful that some form of enforcement action may be taken against me. I am not aware of any violation committed, however the possibilities exist of: 1) accidentally entering the ft collins traffic pattern, 2) flying less than 1000' above a densely populated area (terrain elevation was changing--I used visibility judgement to determine sufficient altitude), and/or 3) flying less than 500' from a structure or person, though I believe I maintained a sufficient altitude. I would like to point out that recent stories concerning unreasonable enforcement procedures by the FAA prompted me to not answer the radio calls and to consider evasive action to prevent radar tracking. Similarly, I am tending to avoid flight plans and all radio contact, including PIREPS, except when required by ATC. I have been flying for about 12 yrs. This is a new and unpleasant state of affairs.

SHORTLY THEREAFTER I RECEIVED A SIMILAR CALL: 'ACFT 4 MI S OF DOWNTOWN FT COLLINS, DO YOU COPY THIS FREQ?' AGAIN I DID NOT ANSWER, FEELING QUITE UNCOMFORTABLE. I TURNED N AND SAW AN ACFT FOLLOWING ME ABOUT 1/2 MI AWAY. SOON AFTERWARD THE ACFT DEPARTED TO THE E. I AM FEARFUL THAT SOME FORM OF ENFORCEMENT ACTION MAY BE TAKEN AGAINST ME. I AM NOT AWARE OF ANY VIOLATION COMMITTED, HOWEVER THE POSSIBILITIES EXIST OF: 1) ACCIDENTALLY ENTERING THE FT COLLINS TFC PATTERN, 2) FLYING LESS THAN 1000' ABOVE A DENSELY POPULATED AREA (TERRAIN ELEVATION WAS CHANGING--I USED VIS JUDGEMENT TO DETERMINE SUFFICIENT ALT), AND/OR 3) FLYING LESS THAN 500' FROM A STRUCTURE OR PERSON, THOUGH I BELIEVE I MAINTAINED A SUFFICIENT ALT. I WOULD LIKE TO POINT OUT THAT RECENT STORIES CONCERNING UNREASONABLE ENFORCEMENT PROCS BY THE FAA PROMPTED ME TO NOT ANSWER THE RADIO CALLS AND TO CONSIDER EVASIVE ACTION TO PREVENT RADAR TRACKING. SIMILARLY, I AM TENDING TO AVOID FLT PLANS AND ALL RADIO CONTACT, INCLUDING PIREPS, EXCEPT WHEN REQUIRED BY ATC. I HAVE BEEN FLYING FOR ABOUT 12 YRS. THIS IS A NEW AND UNPLEASANT STATE OF AFFAIRS.
