Narrative:

A near midair collision occurred between 2 aircraft on final approach to runway 21 at love field, prescott, az, on 10/wed/89. Aircraft a, an small transport, was conducting a visibility approach to the airport under IFR. Aircraft B, an small transport, was conducting a practice instrument approach under VFR. Aircraft a was being handled by abq ARTCC, the approach control authority to love field. Aircraft B was approved for the practice instrument approach by prc ATC tower and instructed to maintain VFR. Aircraft a did not contact prc tower until on a 5 mi final. At that time, aircraft B was also on a 5 mi final. The aircraft reported passing each other with only 100' vertical sep. The local controller reports that during this hour 3 additional aircraft came dangerously close to the air traffic area west/O contacting the tower. Numerous aircraft were in the same airspace conducting practice instrument approachs under VFR in contact with the tower during this time. It is obvious that with today's mix of low and high performance traffic a system of allowing a VFR ATC tower to conduct practice instrument approachs in the same airspace that is under the jurisdiction of another facility is unsafe. The LOA between abq ARTCC and prc ATC tower (attached) should be rescinded. All aircraft requesting ATC services to love field should contact the approach control authority, abq ARTCC. If the ARTCC is unable to handle the vol of traffic, then an approach control should be instituted at love field, prescott, az.

Title: ACFT A AND ACFT B HAD 100' VERTICAL SEPARATION. EVASIVE ACTION TAKEN BY PLTS. NMAC. SITUATION. LETTER OF AGREEMENT BETWEEN ZAB AND PRC ATCT AND THE TIMELY EXCHANGE OF TRAFFIC INFORMATION.

Narrative: A NMAC OCCURRED BTWN 2 ACFT ON FINAL APCH TO RWY 21 AT LOVE FIELD, PRESCOTT, AZ, ON 10/WED/89. ACFT A, AN SMT, WAS CONDUCTING A VIS APCH TO THE ARPT UNDER IFR. ACFT B, AN SMT, WAS CONDUCTING A PRACTICE INSTRUMENT APCH UNDER VFR. ACFT A WAS BEING HANDLED BY ABQ ARTCC, THE APCH CTL AUTHORITY TO LOVE FIELD. ACFT B WAS APPROVED FOR THE PRACTICE INSTRUMENT APCH BY PRC ATC TWR AND INSTRUCTED TO MAINTAIN VFR. ACFT A DID NOT CONTACT PRC TWR UNTIL ON A 5 MI FINAL. AT THAT TIME, ACFT B WAS ALSO ON A 5 MI FINAL. THE ACFT RPTED PASSING EACH OTHER WITH ONLY 100' VERT SEP. THE LCL CTLR RPTS THAT DURING THIS HR 3 ADDITIONAL ACFT CAME DANGEROUSLY CLOSE TO THE ATA W/O CONTACTING THE TWR. NUMEROUS ACFT WERE IN THE SAME AIRSPACE CONDUCTING PRACTICE INSTRUMENT APCHS UNDER VFR IN CONTACT WITH THE TWR DURING THIS TIME. IT IS OBVIOUS THAT WITH TODAY'S MIX OF LOW AND HIGH PERFORMANCE TFC A SYS OF ALLOWING A VFR ATC TWR TO CONDUCT PRACTICE INSTRUMENT APCHS IN THE SAME AIRSPACE THAT IS UNDER THE JURISDICTION OF ANOTHER FAC IS UNSAFE. THE LOA BTWN ABQ ARTCC AND PRC ATC TWR (ATTACHED) SHOULD BE RESCINDED. ALL ACFT REQUESTING ATC SVCS TO LOVE FIELD SHOULD CONTACT THE APCH CTL AUTHORITY, ABQ ARTCC. IF THE ARTCC IS UNABLE TO HANDLE THE VOL OF TFC, THEN AN APCH CTL SHOULD BE INSTITUTED AT LOVE FIELD, PRESCOTT, AZ.
