Narrative:

Cleared direct to elx, descend and maintain 4000', reduce airspeed to 190 KTS initially, then back to 160 KIAS for spacing. Upon reaching 4000', called for approach flaps 'slow' and copilot selected approach flaps all at once. Disconnected autoplt and hand-flew to prevent damage to aircraft structure. In control of the aircraft, I allowed it to balloon to 4300' indicated MSL and immediately, once structural limits were met, descended to 4000'. Time at 4300' = less than 1 min. Copilot did not follow captain's request due to workload, or perhaps inattn or selective listening.
