Narrative:

While taking the active runway and during the takeoff, I was concentrating heavily on aligning with the poorly marked centerline and did not notice that attempt to activate runway lights on tower frequency had failed. The airport was in total darkness because the ramp lights have been out of service for some weeks. We had to load passenger using flashlights and the lights of the airport manager's truck. The airport manager could have activated the lights as we had 5 aircraft taking off at this time. However when I could not activate the lights, he elected to report me to the FAA. As airport manager, I would assume he has a moral and operational obligation to assist when a problem exists.

Title: ATX SMT MADE TKOF FROM GCN AT NIGHT WITHOUT ACTIVATING THE RWY LIGHTS.

Narrative: WHILE TAKING THE ACTIVE RWY AND DURING THE TKOF, I WAS CONCENTRATING HEAVILY ON ALIGNING WITH THE POORLY MARKED CENTERLINE AND DID NOT NOTICE THAT ATTEMPT TO ACTIVATE RWY LIGHTS ON TWR FREQ HAD FAILED. THE ARPT WAS IN TOTAL DARKNESS BECAUSE THE RAMP LIGHTS HAVE BEEN OUT OF SERVICE FOR SOME WEEKS. WE HAD TO LOAD PAX USING FLASHLIGHTS AND THE LIGHTS OF THE ARPT MGR'S TRUCK. THE ARPT MGR COULD HAVE ACTIVATED THE LIGHTS AS WE HAD 5 ACFT TAKING OFF AT THIS TIME. HOWEVER WHEN I COULD NOT ACTIVATE THE LIGHTS, HE ELECTED TO REPORT ME TO THE FAA. AS ARPT MGR, I WOULD ASSUME HE HAS A MORAL AND OPERATIONAL OBLIGATION TO ASSIST WHEN A PROBLEM EXISTS.
