While entering the runway; I confused the to-1 setting with the flaps 1 setting. I placed the flaps in the 1 position without verify with the takeoff data; after the before takeoff check list was completed. Once the auto throttles engaged; a master caution sounded 'no takeoff flaps'. The takeoff was rejected. I did not verify a flap change with the takeoff data. Always; always verify any changes with the takeoff data.
