Narrative:

Mci-pit. As I recall this incident, the flight was navigating east of ctw VOR (new cornerstown) on radial 102 in descent to FL180. ZOB changed altitude to maintain FL230 which we did. At approximately 27 NM west of hlg VOR (wheeling) flight was cleared direct to hlg to cross 10 NM west of hlg at 10,000'. Flight began maximum rate of descent but missed the crossing restriction by 1200'. Flight was descending through 11, 200', at the 10 DME west of hlg. Controller gave us approximately 17 NM to descend 13,000' which is marginal at best for the aircraft. In the future I suggest more distance be allowed for descent. Supplemental information from acn 125377: ATC told us to cross 10 west of wheeling at 11,000'.

AT APPROX 27 NM W OF HLG VOR (WHEELING) FLT WAS CLRED DIRECT TO HLG TO CROSS 10 NM W OF HLG AT 10,000'. FLT BEGAN MAX RATE OF DSCNT BUT MISSED THE XING RESTRICTION BY 1200'. FLT WAS DESCENDING THROUGH 11, 200', AT THE 10 DME W OF HLG. CTLR GAVE US APPROX 17 NM TO DSND 13,000' WHICH IS MARGINAL AT BEST FOR THE ACFT. IN THE FUTURE I SUGGEST MORE DISTANCE BE ALLOWED FOR DSCNT. SUPPLEMENTAL INFORMATION FROM ACN 125377: ATC TOLD US TO CROSS 10 W OF WHEELING AT 11,000'.
