Narrative:

Boston tower cleared air carrier X into position and hold on runway 33. We were cleared into position and hold on runway 27. The tower made several calls, but could not contact air carrier X after they were on runway 33. Air carrier Y on final for runway 33 was told to prepare for a go around. We were asked to clear the runway and air carrier Y aircraft was cleared to land on runway 27. We cleared runway 27. Air carrier X finally called and asked the tower if they were trying to contact them. The tower told them yes, and to taxi down runway 33 and hold short of runway 27. As air carrier Y passed over the approach lights, air carrier X pulled out on runway 27 and stopped. I picked up the microphone and said 'go around he is on the runway'. Air carrier Y started his go around and asked what was going on. I said 'I don't know, air carrier X is on the runway.' before all this happened the tower asked air carrier X to confirm he was holding short of runway 27. Air carrier X I don't believe answered. Supplemental information from acn 124660: at runway 33L air carrier X was cleared into position and hold by the tower, which was acknowledged by the first officer using #2 VHF communication radio. An aircraft on approach was observed for runway 33L. After about 15 seconds 2 attempts were made to contact tower on the frequency given using #2 VHF communication radio, no contact was made. An aircraft to our left was flashing their landing lights. At the same time I was switching to #1 VHF communication radio in an attempt to reestablish contact on the tower frequency. I reestablished contact (at this point about 1 min plus had elapsed) with the tower using #1 VHF communication radio and were given the following instructions. 'Taxi down runway 33L, hold short of runway 27'. The reply was 'roger, hold short of runway 27'. During this short taxi, air carrier X was asked to confirm to hold short of runway 27, air carrier X answered 'affirmative'. While aircraft was stopping short of runway 27, still being on runway 33L, a male voice spoke on the frequency 'go around aircraft X on the runway, go around'. A 2ND female voice said 'go around'. The crew observed the aircraft that was approaching to land on runway 27 go around.

Narrative: BOSTON TWR CLRED ACR X INTO POSITION AND HOLD ON RWY 33. WE WERE CLRED INTO POSITION AND HOLD ON RWY 27. THE TWR MADE SEVERAL CALLS, BUT COULD NOT CONTACT ACR X AFTER THEY WERE ON RWY 33. ACR Y ON FINAL FOR RWY 33 WAS TOLD TO PREPARE FOR A GO AROUND. WE WERE ASKED TO CLEAR THE RWY AND ACR Y ACFT WAS CLRED TO LAND ON RWY 27. WE CLRED RWY 27. ACR X FINALLY CALLED AND ASKED THE TWR IF THEY WERE TRYING TO CONTACT THEM. THE TWR TOLD THEM YES, AND TO TAXI DOWN RWY 33 AND HOLD SHORT OF RWY 27. AS ACR Y PASSED OVER THE APCH LIGHTS, ACR X PULLED OUT ON RWY 27 AND STOPPED. I PICKED UP THE MICROPHONE AND SAID 'GO AROUND HE IS ON THE RWY'. ACR Y STARTED HIS GO AROUND AND ASKED WHAT WAS GOING ON. I SAID 'I DON'T KNOW, ACR X IS ON THE RWY.' BEFORE ALL THIS HAPPENED THE TWR ASKED ACR X TO CONFIRM HE WAS HOLDING SHORT OF RWY 27. ACR X I DON'T BELIEVE ANSWERED. SUPPLEMENTAL INFORMATION FROM ACN 124660: AT RWY 33L ACR X WAS CLRED INTO POSITION AND HOLD BY THE TWR, WHICH WAS ACKNOWLEDGED BY THE F/O USING #2 VHF COM RADIO. AN ACFT ON APCH WAS OBSERVED FOR RWY 33L. AFTER ABOUT 15 SECONDS 2 ATTEMPTS WERE MADE TO CONTACT TWR ON THE FREQ GIVEN USING #2 VHF COM RADIO, NO CONTACT WAS MADE. AN ACFT TO OUR LEFT WAS FLASHING THEIR LNDG LIGHTS. AT THE SAME TIME I WAS SWITCHING TO #1 VHF COM RADIO IN AN ATTEMPT TO REESTABLISH CONTACT ON THE TWR FREQ. I REESTABLISHED CONTACT (AT THIS POINT ABOUT 1 MIN PLUS HAD ELAPSED) WITH THE TWR USING #1 VHF COM RADIO AND WERE GIVEN THE FOLLOWING INSTRUCTIONS. 'TAXI DOWN RWY 33L, HOLD SHORT OF RWY 27'. THE REPLY WAS 'ROGER, HOLD SHORT OF RWY 27'. DURING THIS SHORT TAXI, ACR X WAS ASKED TO CONFIRM TO HOLD SHORT OF RWY 27, ACR X ANSWERED 'AFFIRMATIVE'. WHILE ACFT WAS STOPPING SHORT OF RWY 27, STILL BEING ON RWY 33L, A MALE VOICE SPOKE ON THE FREQ 'GO AROUND ACFT X ON THE RWY, GO AROUND'. A 2ND FEMALE VOICE SAID 'GO AROUND'. THE CREW OBSERVED THE ACFT THAT WAS APCHING TO LAND ON RWY 27 GO AROUND.
