Narrative:

Atx X being vectored by jfk approach for a VOR-DME runway 22L approach with reference to a visual to the same runway when we got closer. The controller gave us a final turn and a clearance to intercept the approach course and a change to tower frequency. I called the local controller and told him we were on the approach for the left side. I received no response. Traffic flow and radio communication were not extremely busy at the time. After a couple of other transmissions I called him again saying we were on the approach for runway 22L. He called back and said we were cleared to land on runway 22R. The first officer, who was flying, began a sidestep to runway 22R and I acknowledged the landing clearance for runway 22R, repeating his words. As we got closer to runway 22R it became apparent that he had given us the wrong runway. Aircraft Y was put into position at the same time we would have touched down. I called him once to question the clearance, he did not answer. The second call I said you gave us a landing clearance for runway 22R -- I think this is wrong. He paused and then gave us a go around. A different voice came on and told us to go around and make left traffic for runway 22L and cleared us to land.

Narrative: ATX X BEING VECTORED BY JFK APCH FOR A VOR-DME RWY 22L APCH WITH REF TO A VISUAL TO THE SAME RWY WHEN WE GOT CLOSER. THE CTLR GAVE US A FINAL TURN AND A CLRNC TO INTERCEPT THE APCH COURSE AND A CHANGE TO TWR FREQ. I CALLED THE LCL CTLR AND TOLD HIM WE WERE ON THE APCH FOR THE L SIDE. I RECEIVED NO RESPONSE. TFC FLOW AND RADIO COM WERE NOT EXTREMELY BUSY AT THE TIME. AFTER A COUPLE OF OTHER TRANSMISSIONS I CALLED HIM AGAIN SAYING WE WERE ON THE APCH FOR RWY 22L. HE CALLED BACK AND SAID WE WERE CLRED TO LAND ON RWY 22R. THE FO, WHO WAS FLYING, BEGAN A SIDESTEP TO RWY 22R AND I ACKNOWLEDGED THE LNDG CLRNC FOR RWY 22R, REPEATING HIS WORDS. AS WE GOT CLOSER TO RWY 22R IT BECAME APPARENT THAT HE HAD GIVEN US THE WRONG RWY. ACFT Y WAS PUT INTO POS AT THE SAME TIME WE WOULD HAVE TOUCHED DOWN. I CALLED HIM ONCE TO QUESTION THE CLRNC, HE DID NOT ANSWER. THE SECOND CALL I SAID YOU GAVE US A LNDG CLRNC FOR RWY 22R -- I THINK THIS IS WRONG. HE PAUSED AND THEN GAVE US A GAR. A DIFFERENT VOICE CAME ON AND TOLD US TO GAR AND MAKE L TFC FOR RWY 22L AND CLRED US TO LAND.
