Narrative:

ZNY had cleared us to cross 20 east of etg at FL220 then gave us a frequency change to contact ZOB. After initial contact and just prior to leveling off at FL220 cleveland asked us if we could be level at FL220 in 2 mins, reporting traffic to us at 12 O'clock and 12 mi at FL230. We told him we'd be level in 10 seconds, as we were so close to leveling off. We believe we met the crossing restriction, and there was no conflict with the traffic.

Title: ATC QUESTIONED REPORTER FLT AS TO WHETHER OR NOT THEY WERE GOING TO COMPLY WITH CROSSING RESTRICTION.

Narrative: ZNY HAD CLRED US TO CROSS 20 E OF ETG AT FL220 THEN GAVE US A FREQ CHANGE TO CONTACT ZOB. AFTER INITIAL CONTACT AND JUST PRIOR TO LEVELING OFF AT FL220 CLEVELAND ASKED US IF WE COULD BE LEVEL AT FL220 IN 2 MINS, REPORTING TFC TO US AT 12 O'CLOCK AND 12 MI AT FL230. WE TOLD HIM WE'D BE LEVEL IN 10 SECONDS, AS WE WERE SO CLOSE TO LEVELING OFF. WE BELIEVE WE MET THE XING RESTRICTION, AND THERE WAS NO CONFLICT WITH THE TFC.
