Narrative:

I received an abbreviated briefing from san diego FSS. I did not ask for NOTAMS nor was I informed of any. I flew VFR on V23 from myf to 10 mi north of ocn. I called coast approach 12 mi northwest of ocn for flight following. I was informed that I was in a restr area (R-2533) and to climb to 5000' MSL to leave it. Then I was told I was almost out of it and to remain at 4500 MSL and to continue on course. R-2533 is published to restrict airspace from the surface to 2000 MSL and is controled by coast TRACON. On this day for a few hours, R-2533 was raised to 5000 MSL for unknown reasons. I strongly feel FSS should be required to give any NOTAMS along route of flight regardless of the briefing. Also, there should be notification by mail from the local FAA office stating such events.

THEN I WAS TOLD I WAS ALMOST OUT OF IT AND TO REMAIN AT 4500 MSL AND TO CONTINUE ON COURSE. R-2533 IS PUBLISHED TO RESTRICT AIRSPACE FROM THE SURFACE TO 2000 MSL AND IS CTLED BY COAST TRACON. ON THIS DAY FOR A FEW HRS, R-2533 WAS RAISED TO 5000 MSL FOR UNKNOWN REASONS. I STRONGLY FEEL FSS SHOULD BE REQUIRED TO GIVE ANY NOTAMS ALONG ROUTE OF FLT REGARDLESS OF THE BRIEFING. ALSO, THERE SHOULD BE NOTIFICATION BY MAIL FROM THE LCL FAA OFFICE STATING SUCH EVENTS.
