Narrative:

ZAB over delivered yet again today by giving us 17 jets and 5 props between [15 minute period] while the prior period had 13 jets and 2 props and the period after had 9 jets and 1 prop. They over delivered again today between [one hour and fifteen minutes later] by giving us 17 jets and 3 props while the prior period had 14 jets and 1 prop and the period after had 8 jets and 0 props.our caps [number agreed upon by TRACON and center to be the maximum allowed] number is 18 per 15 minute period.ZAB forces ZLA to push the acm [adjacent center metering] numbers to the glass so they get a good delivery from them. ZAB pushes the gims [ground based interval management-spacing] numbers to the glass so they get a good delivery internally at ZAB. ZAB refuses to push the numbers to the glass of the ZAB controllers that feed P50. This results in a poor deliver of aircraft and an ongoing problem whereby they constantly over deliver day in and day out during the same time frames.ZAB also refuses to use the alternate route (deconflicted) regularly for turbo props. Many times they just stack them underneath the jets while they are over delivering.tbfm may not be configured correctly. However; it is hard to prove if they will not push to the glass. ZAB38/39 also says that they have a stream of 7 that they have in the system but they still have to give us 8MIT. Why? Mostly likely because tbfm is not set correctly. If set correctly; you should set your stream along with other parameters and then meet the times on the glass.ZAB needs a procedural change whereby they push the numbers to the glass all the time. Natca and management from each facility should meet to ensure that tbfm is set up correctly with what P50 needs.
