Aircraft, an small aircraft, parked at west end of the terminal bldg at mli. I called quad city ground control when ready to taxi. Ground cleared me to taxi to runway 23. The taxi route was on the west side of the runway. While taxiing, ground called and instructed me to conduct run-up on east side of runway 23, so I taxied across active end of runway 23. When across, ground called and said, 'you just crossed end of active runway 23 west/O a clearance to do so.' I replied, 'sorry for the crossing.' I understood the statement to run-up on the east side of runway 23 as permission to cross runway 23. Apparently my understanding was incorrect. Communication breakdown.

Narrative: ACFT, AN SMA, PARKED AT W END OF THE TERMINAL BLDG AT MLI. I CALLED QUAD CITY GND CTL WHEN READY TO TAXI. GND CLRED ME TO TAXI TO RWY 23. THE TAXI ROUTE WAS ON THE W SIDE OF THE RWY.
