Narrative:

I revived a call from ZZZ indicating a captain and an FAA asi would not allow the flaps to be deiced with them in the extended position. Both cited the amm as not allowing this. Embraer (manufacture) was contacted immediately. A verbal discussion yielded limited results. After a discussion with the flight deck and asi; the flaps were dropped to remove the contamination. The flight continued safely.
