Air carrier X departed sfo runway's 1 heading 060 degrees. Air carrier Y departed approximately 1 mi behind on runway 1, heading 030 degrees. Air carrier X was then instructed to proceed direct oak VORTAC (approximately heading 040 degrees) which placed him directly in front of the flight path of air carrier Y. Air carrier Y passed in front of and underneath air carrier X with approximately 1/2 mi horizontal and 300' vertical sep.

ACR X WAS THEN INSTRUCTED TO PROCEED DIRECT OAK VORTAC (APPROX HDG 040 DEGS) WHICH PLACED HIM DIRECTLY IN FRONT OF THE FLT PATH OF ACR Y.
