Narrative:
Grr ATC tower is a level 3, radar approach facility. The day of the occurrence the radar was shut down for maintenance, so we were operating as a non-radar approach facility. Small aircraft X reported east of the airport initially, and was told to follow an medium large transport. Small aircraft X was later told to plan straight in to runway 26R, a parallel to the main runway 26L. He acknowledged and reported on final for runway 26R. The air taxi atx Y involved reported on a 5 mi final for runway 26L. A minute later he reported an small aircraft passing directly over him. Small aircraft X emphatically stated he was on final for runway 26R, not in sight by the tower. An small aircraft was spotted by the tower on final for runway 26L, small aircraft X again stated he was on final for runway 26R. I advised small aircraft X to look at the numbers painted on the runway, he said, sorry, I guess I am on final for runway 26L. At this point the crew in atx Y stated they were going to file an incident report.

Title: A LNDG SMA LINED UP WITH THE PARALLEL RWY AND CONFLICTED WITH A LNDG ATX.
Narrative: GRR ATC TWR IS A LEVEL 3, RADAR APCH FAC. THE DAY OF THE OCCURRENCE THE RADAR WAS SHUT DOWN FOR MAINT, SO WE WERE OPERATING AS A NON-RADAR APCH FAC. SMA X REPORTED EAST OF THE ARPT INITIALLY, AND WAS TOLD TO FOLLOW AN MLG. SMA X WAS LATER TOLD TO PLAN STRAIGHT IN TO RWY 26R, A PARALLEL TO THE MAIN RWY 26L. HE ACKNOWLEDGED AND REPORTED ON FINAL FOR RWY 26R. THE AIR TAXI ATX Y INVOLVED REPORTED ON A 5 MI FINAL FOR RWY 26L. A MINUTE LATER HE REPORTED AN SMA PASSING DIRECTLY OVER HIM. SMA X EMPHATICALLY STATED HE WAS ON FINAL FOR RWY 26R, NOT IN SIGHT BY THE TWR. AN SMA WAS SPOTTED BY THE TWR ON FINAL FOR RWY 26L, SMA X AGAIN STATED HE WAS ON FINAL FOR RWY 26R. I ADVISED SMA X TO LOOK AT THE NUMBERS PAINTED ON THE RWY, HE SAID, SORRY, I GUESS I AM ON FINAL FOR RWY 26L. AT THIS POINT THE CREW IN ATX Y STATED THEY WERE GOING TO FILE AN INCIDENT REPORT.
