Narrative:
Air carrier X after landing roll-out turned off runway 32 onto the parking ramp, an active movement area, and cut off crossing air carrier Y that had been asked to expedite his taxi in order to minimize the delay to air carrier X. Air carrier X should not have taxied onto the movement area west/O being instructed to do so. Air carrier Y had to brake hard to avoid conflict.
