Narrative:
The banner operation has moved their banner pick up point to close proximity to the run-up/approach end of runway 14. This location makes it necessary for the tow plane to cross 2 txwys, often with aircraft on the taxiway near where the pick up plane crosses, and the active runway. During busy periods this presents a very difficult and unsafe situation.

Title: BANNER TOW OPERATION IN CLOSE PROX TO ACTIVE RWY AND TXWYS.
Narrative: THE BANNER OPERATION HAS MOVED THEIR BANNER PICK UP POINT TO CLOSE PROX TO THE RUN-UP/APCH END OF RWY 14. THIS LOCATION MAKES IT NECESSARY FOR THE TOW PLANE TO CROSS 2 TXWYS, OFTEN WITH ACFT ON THE TXWY NEAR WHERE THE PICK UP PLANE CROSSES, AND THE ACTIVE RWY. DURING BUSY PERIODS THIS PRESENTS A VERY DIFFICULT AND UNSAFE SITUATION.
