Narrative:

While towing a banner down the beach the tail end of the banner brushed across the top of a parasail chute. What causes these things to happen are: there are numerous parasail boats with capts who make no attempt to avoid the banner planes. They don't realize that we have blind spots and are less maneuverable than they are. I think they should be as responsible as we are in avoiding each other. No damage to the banner or chute occurred in this incident. I make every effort to maintain the 500 ft separation but when parasails are popping up and cutting in front it's hard to do.

Title: SMA IN A BANNER TOWING OP IN AN OVERWATER OP ALLOWS BANNER TO STRIKE A PARASAIL CHUTE. SEE AND AVOID DIFFICULT TO EXERCISE WITH BANNER STRETCHED BEHIND ACFT.

Narrative: WHILE TOWING A BANNER DOWN THE BEACH THE TAIL END OF THE BANNER BRUSHED ACROSS THE TOP OF A PARASAIL CHUTE. WHAT CAUSES THESE THINGS TO HAPPEN ARE: THERE ARE NUMEROUS PARASAIL BOATS WITH CAPTS WHO MAKE NO ATTEMPT TO AVOID THE BANNER PLANES. THEY DON'T REALIZE THAT WE HAVE BLIND SPOTS AND ARE LESS MANEUVERABLE THAN THEY ARE. I THINK THEY SHOULD BE AS RESPONSIBLE AS WE ARE IN AVOIDING EACH OTHER. NO DAMAGE TO THE BANNER OR CHUTE OCCURRED IN THIS INCIDENT. I MAKE EVERY EFFORT TO MAINTAIN THE 500 FT SEPARATION BUT WHEN PARASAILS ARE POPPING UP AND CUTTING IN FRONT IT'S HARD TO DO.
