Narrative:

Air carrier widebody transport X departed lax on vtu 1 dinty SID and radar vector to route SID. I was working ZLA R14 when he departed. About 15 NM west of lax I issued air carrier X a heading of 280 intercept vtu 272 right and resume the vtu 1 departure dinty transition. Air carrier X acknowledged the clearance, was slow to start his turn. I was relieved at R14 and sent to R28 to continue training to a developmental. Sector 14 handed off air carrier X to us. We observed air carrier X crossing thru his assigned route. We issued air carrier X a left turn to 160, air carrier X questioned this, I restated the left turn heading 160 now. Air carrier X commented that was a long way around. I restated heading 160 intercept the rzs 233 right to dinty. 5 NM north of the rzs 233 right, I cleared air carrier X direct dinty which he acknowledged. 5 NM south of the 233 right I turned him 265 degree to avoid 2289 (pacific missile test center area). Air carrier X responded slowly to all turns issued, as if the aircraft was being flown by machine instead of the pilots. This action is climb out and maneuvering around the warning and restr areas is not wise. Air carrier X entered R2517, west 289, complex, and the pmtc range by not executing instruction on receipt.
